Popup Coming in IE8 for ASP Frames

I am facing issue in displaying frames in IE8/Win7 environment.  

The page has to frames, one on left side for menu and another for displaying the page content. I am getting two frames opened in the two separate pages. It is coming like pop up window. It is working fine on IE7 /Win Xp machines.

I have done following settings on ISS to run this web site under IE7 settings. On my Win7 machine it is working fine but not working on others’ machine.

1. Right Click -> Virtual Directory
2. Go to HTTP Header tab.
3. Go to Custom HTTP Headers section and click on “Add”  to add new http header.
4. Add Custom Header name “X-UA-Compatible” and Custom header value “IE=EmulateIE7”.
5. Reset IIS.

Can someone please suggest workaround for this?
